Helping SMEs find, qualify for and win public sector opportunities
Winning work from councils, government departments, NHS organisations and other public bodies can open up a valuable new market for a small business.
Getting through the procurement process, however, is another matter.
Public sector opportunities can involve lengthy Selection Questionnaires (SQs), compliance policies, detailed quality questions, scoring criteria, procurement portals and supporting evidence. Then there are frameworks, Dynamic Markets, DPSs and call-off competitions to understand.
For a small business without its own procurement or bid team, it can quickly become a lot to deal with.
Gtec Media provides practical public sector procurement and bid consultancy specifically for micro and small businesses.
We help you get procurement-ready, identify suitable opportunities, assess whether they are genuinely worth pursuing and prepare stronger, evidence-based submissions.

Procurement support built around smaller businesses
There are established bid consultancies supporting major organisations with large tendering teams and substantial contract opportunities.
That isn’t the market we’re trying to compete in.
Our focus is micro and small businesses that want to start or expand their work with the public sector.
You may have a perfectly good business, years of experience and strong customer results but have never had to turn that experience into the type of evidence a public sector procurement team expects to see.
That’s where we can help.
Our procurement consultancy service has developed from Gtec Media’s own experience of bidding for public sector work.
We regularly work on public sector procurement applications ourselves. That means dealing with the same procurement portals, Selection Questionnaires, framework applications, compliance requirements, clarification questions and quality responses that our consultancy clients face.
We understand how much work can sit behind what initially looks like a fairly straightforward application.
More importantly, we understand the process from the perspective of a small supplier.
First things first: is your business procurement-ready?
One of the biggest mistakes a business can make is waiting until it finds a promising contract before checking whether it has the policies, procedures and evidence required to bid.
A procurement deadline is not the ideal time to discover that you need to write an Equality and Diversity Policy, formalise your safeguarding arrangements or put a proper complaints procedure in place.
Depending on the procurement, buyers may ask about areas including:
Equality, diversity and inclusion
Safeguarding and Prevent
Anti-bribery and corruption
Data protection and UK GDPR
Health and safety
Business continuity
Complaints handling
Environmental and sustainability practices
Modern slavery and supply-chain arrangements
Information and cyber security
Insurance
Staff training and competence
Quality assurance and performance monitoring
We can review your existing position, identify gaps and help prepare the policies and supporting processes your business actually needs.
This isn’t simply about producing a folder full of documents.
If your policy says your business carries out a particular check, keeps a particular record or follows a particular procedure, you need the back-office arrangements to support that statement.
Our aim is to help you build a procurement-ready business, not just a procurement-ready set of documents.
Finding public sector opportunities that actually suit your business
There is a huge amount of public sector procurement activity across the UK, but that doesn’t mean every opportunity is worth chasing.
Gtec Media can continuously search for relevant opportunities based on your services, experience, location, capacity and target market.
This can include:
Frameworks – arrangements where a public body appoints a group of approved suppliers that can compete for or receive work during the life of the framework.
Dynamic Markets and DPSs – procurement arrangements that can allow new suppliers to apply to join while the arrangement remains open, subject to meeting the buyer’s requirements.
Call-offs – individual contracts or competitions awarded through an existing framework, Dynamic Market or DPS.
For a small supplier, getting onto the right arrangement can create access to opportunities that might otherwise be difficult to find or compete for.
But getting onto every available framework isn’t the objective.
Getting onto the right ones is.
We assess the opportunity before recommending a bid
Preparing a serious public sector submission can take a considerable amount of time.
Before committing that time, we assess whether the opportunity looks like a sensible fit for your business.
Our bid/no-bid review can consider areas such as your previous contract experience, financial requirements, insurance levels, accreditations, staffing, geographical coverage, delivery capacity, mandatory qualifications and the evidence required by the buyer.
We also look at the actual scoring criteria.
A procurement may technically be open to SMEs but still contain requirements that make it unrealistic for a particular small supplier to compete effectively.
If we think an opportunity isn’t a good fit, we’ll say so.
Sometimes the most valuable procurement advice is knowing which bid not to spend one or two weeks working on.
Selection Questionnaire and framework application support
This is where businesses often discover how different public sector bidding is from ordinary sales.
A Selection Questionnaire isn’t simply an application form where the longest answer wins.
Buyers may assess financial standing, technical capability, previous experience, policies, staffing, quality assurance, equality, social value, safeguarding, information security and other areas relevant to the contract.
Quality responses can also be scored against detailed evaluation criteria.
A response may sound perfectly reasonable but still lose marks because it doesn’t provide enough evidence.
We help turn your existing business experience into structured procurement evidence.
That can include identifying:
What you did.
Who was responsible.
How the service was delivered.
How performance was monitored.
What results were achieved.
What evidence exists to support those results.
What happened when something didn’t go to plan.
Your previous work is often one of your strongest assets. The challenge is presenting it in a way that gives the evaluator something concrete to score.
Turning your experience into evidence
Small businesses sometimes underestimate the value of the work they have already done.
You may have successfully delivered services for commercial customers for years without ever recording the results in procurement language.
We can work with you to identify relevant contracts, projects, customer outcomes, performance measures, testimonials and other evidence that can strengthen a submission.
Where possible, we look for measurable evidence: numbers of customers supported, completion rates, service levels achieved, improvements delivered, timescales met and documented customer outcomes.
We won’t invent evidence or make claims your business can’t substantiate.
The aim is to find the strongest evidence you genuinely have and make sure the evaluator can see it.
Clarification questions and procurement communication
Tender documents aren’t always as clear as they could be.
A requirement may appear contradictory, a question may be open to more than one interpretation, or an important point about eligibility may simply not be addressed.
Rather than guessing, we can help identify where clarification is needed and prepare clear questions for the contracting authority.
Clarification responses can sometimes materially change the decision about whether an opportunity is worth pursuing, so this stage shouldn’t be overlooked.
Getting onto a framework is only the beginning
Being accepted onto a framework, DPS or Dynamic Market doesn’t necessarily mean contracts will automatically arrive.
In many cases, it simply gives your business the right to compete for future opportunities.
Gtec Media can continue supporting you after acceptance.
We can monitor relevant call-off opportunities, review the requirements, assess whether the individual contract suits your business and help prepare the required response.
Over time, this also allows us to build a better understanding of your organisation, evidence, strengths and preferred contracts, making future bid decisions more efficient.
More than bid writing
Our role can cover different stages of the procurement journey depending on what your business needs.
This can include procurement-readiness reviews, policy development, supplier registration support, opportunity sourcing, framework and Dynamic Market applications, bid/no-bid assessments, Selection Questionnaires, quality responses, evidence development, clarification questions, compliance checks and call-off support.
For businesses new to public sector procurement, we can also help you understand what buyers are asking for and why.
The idea is straightforward:
You know your business. We help you present it properly within the public sector procurement process.
A practical service for micro and small businesses
You don’t need to become a procurement expert just because you want to sell to the public sector.
But you do need to understand the rules of the market you’re entering.
Gtec Media’s service is designed to give smaller businesses access to practical procurement support without pretending that every business needs the type of large bid team used by major suppliers.
We can work with businesses that are preparing for their first public sector application as well as established SMEs that want more structured support finding and responding to suitable opportunities.
Independence & Conflicts of Interest
Because Gtec Media is also an active public sector supplier, we take potential conflicts of interest seriously.
We check for conflicts before accepting a consultancy assignment.
Gtec Media will not provide bid consultancy services to another supplier where Gtec Media is bidding, or intends to bid, for the same relevant contract, framework, Dynamic Market or Lot.
We also maintain safeguards around procurement activity where Gtec Media has provided consultancy or advisory services.
You can read our full Independence & Conflicts of Interest policy for further information.
Are you ready to start bidding for public sector work?
If you’re a micro or small business with a good service and a solid track record, public sector procurement may be worth exploring.
The first step doesn’t have to be filling out a 40-page questionnaire.
It should be understanding where your business stands today, what needs putting in place and what type of opportunities you should realistically be targeting.
Talk to Gtec Media about your business, your experience and the public sector work you’re interested in pursuing.
We’ll help you work out the next sensible step.
